A Permanent Account Number (PAN) is a ten-character alphanumeric ID issued by the Indian Income Tax Department. If you are an NRI, an OCI holder, or a British citizen of Indian origin with any financial interest in India, you will almost certainly need one — and you can apply entirely from the UK, by post, without a notary.
Quick answer: NRIs use Form 49A; OCI holders and other foreign nationals use Form 49AA. The e-PAN arrives by email in 7–12 days and the physical card reaches your UK address in about 20–25 days. No solicitor or notary attestation is needed.

Print the form, sign in the marked boxes, and paste your photographs in the designated spaces.
Send the signed form and document copies to the processing centre. No notary or solicitor attestation is required.
